Job Duties


Design, create or implement information technology processes and procedures in support of VDOT's information technology strategies. Lead a team in providing technical guidance, analysis and support to internal and external customers. Responsible for district IT security; establish and manage network accounts and servers, review and approve IT security requests; and manage the security exception process. Serves as a subject matter expert to district management on all Commonwealth of Virginia policies and practices to ensure district compliance and to maintain a high security posture. Lead geographically dispersed teams, staffed with district and central office resources, to deliver IT solutions within the district. Ensure compliance with policies, standards and guidelines governing IT computer systems. Review, analyze needs, and approve district technology hardware and accessory procurements, including telecommunication requests, while ensuring adherence to budget and agency and state policies and procedures. Coordinate the deployment and installation of goods and services. Responsible for asset inventory. Collaborate with other section team members on projects and programs and participate on project teams. Share knowledge with other team members and encourage their participation in other teams. Serve as liaison with other teams in the development and implementation of tactical plans to deploy and support core IT service initiatives.

• Ability to interact effectively with customers and project team members.
• Skill in the use of computers and SDLC (software development lifecycle including agile and waterfall methods)
• Ability to analyze, troubleshoot and implement technology solutions.
• Knowledge of project management tools, methods and practices and ability to follow Project
• Management Institute practices as described in the Project Management Body of Knowledge (PMBOK).
• Ability to supervise staff, programs and budgets as it relates to IT procurement.
• Ability to communicate effectively orally and in writing.

VDOT is an emergency response agency and this position is key to fulfilling this agency requirement, and this position will be called upon to work outside of normal work hours during emergency operations such as inclement weather, flooding, and/or traffic incidents.


Minimum Qualifications


• Ability to analyze, troubleshoot and implement technology solutions.
• Knowledge of project management tools, methods and practices and ability to follow Project Management Institute practices as described in the Project Management Body of Knowledge (PMBOK).
• Ability to navigate complex organizations, secure resources, build relationships and trust.
• Ability to supervise staff, manage inventory programs and budgets as it relates to IT procurement.
• Skill using Commercial Off The Shelf (COTS) and Cloud deployments (SaaS), IT Service Management, and other tools for database and application release management.
• Ability to communicate effectively orally and in writing.
• Skill in the use of a variety of technology equipment including servers, computers, tablets, mobile devices, etc.
• Skill in SDLC (software development lifecycle) including agile and waterfall methods.
• Ability to lead teams to plan and execute complex enterprise projects with multiple stakeholders in geographically dispersed locations.
• Valid driver's license and ability to travel independently among assigned work locations


Additional Considerations


• Ability to proactively identify solutions that leverage technology to improve service delivery or streamline business operations.
• Knowledge of Commonwealth and VITA IT policies and practices.
• A combination of training, experience, or education in Computer Science, Information Systems or related field desired.
• Experience planning, analyzing, designing, developing or implementing information technology projects or systems for a large organization.
• PMP certification desired. Progressively responsible experience with system analysis, testing and troubleshooting.
• Ability to interpret and apply policies at the local level.

This position is designated as essential and, as such, all duties associated with this job are required during emergency situations which may include, but are not limited to, inclement weather, disaster response and emergency operations.

Performance of these duties may require work outside of normal business hours including nights, weekends and holidays. VDOT will determine when essential positions are required to report.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.

VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
