Job Duties


The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as a part-time Program Analyst in our Central Office Traffic Operations Division.

The selected candidate will utilize established procedures and provide program support to the Traffic and Incident Management work group. Apply incident, emergency, and traffic management principles to related tasks to achieve positive and proactive movements within the program. Provide expert analytical responses based on data to support program enhancements. In addition, the candidate will directly support the State Traffic Operations Manager with the inventory duties of STARS radio equipment. Serve as the agency’s backup to the (UARC) User Advisory Radio Committee coordinator in partnership with nine construction districts and five VDOT operational regions. Coordinates and implements the strategic initiatives that support the State Agencies Radio System (STARS). Performs other duties when directed by the agency UARC coordinator. Monitor and coordinate the implementation plan for the (IMC) Incident Management Coordinator Best Practice. Track relevant information from the field to show current results. Prepare monthly IMC reports—draft potential Incident Management recommendations related to documents on program and procedure changes. Maintain After Action Review (AAR) reporting. Instruct and demonstrate through practical means to employees the safe use of red-secondary warning lights using an approved emergency vehicle operations course (EVOC). Provide support services to assigned program areas. This may include taking notes at meetings, scheduling meetings, or reserving state vehicles for travel. Support (SPOL) SharePoint Online services for the Traffic Operations & Incident Management unit. Coordinates with nine construction districts and five operational regions to monitor (TIM) traffic incident management performance measures. Actively supports field needs through technical support for stakeholders.

The selected candidate must be able to work daylight, evening, and midnight shift(s) if necessary to meet agency needs during emergencies. Regular business office hours are expected at three (8) eight-hour shifts and one (5) five-hour shift for 29 hours weekly. This position is an Hourly/Wage position. Hourly(wage) positions may not work more than an average of 29 hours per week and cannot exceed 1500 hours during the wage employment year (May1-April 30. This position does not include health insurance, retirement, or leave benefits.


Minimum Qualifications


• Ability to research, compile, and organize statistical data into reports. 
• Ability to communicate effectively orally and in writing with diverse audiences, varying levels of management, federal, state, and local governments, and the public. 
• Ability to work well independently and as part of a team. 
• Knowledge of applicable Federal and State regulations, policies, and practices. 
• Skill in using computers, software applications, and reporting tools. 


Additional Considerations


• A combination of training, experience, or education in business administration, business analysis, or a related field is desired.
